WASHINGTON, D.C. — Iraq and Afghanistan Veterans of America (IAVA) is monitoring the investigation into Wednesday’s shooting that critically wounded two West Virginia National Guard members near 17th and I Streets NW. Authorities say a single suspect opened fire and was taken into custody; the attack appeared targeted, and the motive remains under investigation.
“Our first concern is for the soldiers, their families, and the Guard community,” said IAVA CEO Dr. Kyleanne Hunter. “We strongly condemn the attack, urge privacy for the families, and expect a thorough investigation. We will not allow grief to be weaponized against entire communities. Blame rests with the perpetrator.”
Officials have identified the suspect as Rahmanullah Lakanwal, an Afghan national who arrived in 2021 through Operation Allies Welcome and was wounded during the incident before being detained. IAVA cautions against broad-brush conclusions while facts are gathered and reiterates support for Afghan partners who served alongside U.S. forces at great personal risk. In a recent survey of IAVA members, over 70% of responders believe we should be doing more to support our Afghan allies. The appropriate response now is fact-based reporting, protection for Guard members and Afghan American neighborhoods, and restraint in policy rollbacks based on the act of one person.
IAVA’s veteran members have raised concerns about the impact of domestic Guard missions on military families, and the larger military and veteran community. Recent survey data shows that over 60% of IAVA members are concerned about the impact of these deployments on guard members and over 75% concerned about the impact they are having on the larger military community. As federal and local authorities assess the shooting, IAVA urges leaders to prioritize force protection, clear mission guidance, and family support for Guard units on domestic duty.
IAVA’s policy work is grounded in safeguarding those who serve and strengthening democratic norms. As the facts are gathered in this investigation, we remain steadfast in advocating for the military and veteran communities.
